libgdk is now fixed in Windows and Wacom Tablets work in the latest version of GIMP.
The DLL has been removed as it was a GPL violation (binary edited with a hex editor without source code) and is no longer needed.
So either update to the latest GIMP, or hex edit your own binary ;)
